Spyware does not necessarily have to be malicious in intent, but is still considered "bad" because users feel it invades their privacy.
The first known spyware program, called "CoolWebSearch," was released in the early 2000s. This malicious software was designed to gather information about a user's browsing habits without their permission.
Not unless you have given written permission for them to share this information. If you haven't done this, you should. If you are getting the psychiatric and counseling services in the same agency program, you probably don't need to give written permission; all the information is probably in one client record.
It's entirely up to you, the user. If (for example) you are installing a program, or update, you should give the program permission to run. If it's something you didn't start - deny it access !
