That depends on the character giving the monologue. Some are leads, and some are supporting characters. The fact that they are giving a monologue does not make a difference.
Depends on the monologue. If movement can enhance the monologue then move. If it detracts or draws attention away from what you want to communicate then don't move. The idea is to create the environment that will enhance the words that will engender the feelings you wish to create in your audience.
