This depends on country and/or state.

A minor is one that have not yet reached the Age Of Consent.

At age 19:

In most countries you can get any type of job (in regards to your knowledge, papers, education etc.) and you are an adult man/woman able to support yourself and a family.

When you can get a proper job competing with the older people, then you are NOT a minor, except maybe in the eyes of the law at some places.
