A collapsed lung is not functional because it can not fill up with air, and in turn cannot filter the oxygen out of it.
Atelectasis is incomplete expansion of the lung of a newborn or a collapsed lung. This happens when the alveoli within the lung become deflated. It's a very common respiratory complication after surgeries, as well as other problems such as cystic fibrosis, lung tumors, fluid in the lung, severe asthma, chest injuries, etc.
