Not 100% certain what your question is here, but let me see if I've got it right. You're operating a CMV, the registration expired (I'm assuming you used base plates from a company you were leased to previously), and you're on your way to orientation for another company.

The short answer is no. Your vehicle (whether a CMV or otherwise) is required to be registered at ALL times while it is being operated on a public roadway. If you don't have your registration current, you need to obtain a temp registration.

Are Curio and relic pistols exempt from registration?

The firearm designated as a curio and relic by the BATF may be sent across state lines to and from individuals who hold a collectors license. If your state requires registration of handguns, they would not be exempt unless there is a specific reference to this in the state licensing legislation. Some may even require registration of antique firearms that are exempt from all federal regulation.

Why do some police cars have registration tags while other police vehicles are state exempt requiring no tags?

Vehicle registrations are simply a state tax to use the roads in that state. Police, Fire, water department, schools, and any other municipally owned vehicle is registration exempt. Meaning, the state does not tax itself. As for unmarked police cars. The registration tag may look the same as the one on your POV, but the registration fee was not actually paid to DMV by the department which owns the car.
