As dragons are fictional, they can be whichever best fits the lore for a given world.

Many traits associated with dragons do appear in a few mammal species, but not all in a single one. Monotremes lay eggs, Pangolins have scales, whales have isodont teeth, and bats have membranous wings. Dragons are commonly depicted as warm-blooded as well. However, the defining feature of mammals is the ability to produce milk. If a dragon produces milk to feed its young, it would be a mammal, albeit an extremely strange/specialized one. Otherwise, it would more likely be a reptile.
