All cousins are so-called "blood relatives." This applies to first cousins, to fifth cousins, to second cousins twice removed and to sixth cousins ten times removed. Being cousins of any sort means you and they are descended for some common ancestor somewhere.

For example: your mother's first cousin is your first cousin, once removed. This is because your mother's first cousin is one generation younger than your grandparents and you are two generations younger than your grandparents. This one-generation difference equals "once removed."

First cousin twice removed refers to two things - your first cousin's grandchild, and your grandparents' first cousin. Be your first cousins grandchild or your grandparents first cousin, they're separated (or removed) from you by two generations.

Some people consider that a close cousin and some do not.

For some people this relationship is distant, for others it is close. Which it is in your case depends on the laws of your area and the opinions of your family and the community of which you are a part, and what actions you want to take with that person.

Your first cousin, twice removed, is your first cousin's grandchild.

No, they are not the same. Second cousins share a great grandparent. A first cousin means the common ancestor for one is a grandparent and for another is a great grandparent.
