Yes it is definitely worth buying. I have one with 146,500 miles that is still running strong. Subaru's are great cars which is why I just bought a new one, so I now have two.

Almost all cars have some amount of blow by. You may notice it at the oil cap or dipstick. If the car is not smoking out the exhaust, it should still have a lot of miles left in it. Is it worth buying is a judgment call that everyone has to make.
It depends on the purpose you are using it for, and the selling price. If your using it to travel around town, and the seller's price is 250 dollars, maybe it might be worth it. Personally, I would not bother with it. It's just too much mileage.
It's hard to say if the PS Vita is worth buying unless you are the one buying it. I am a 50 year old grandmother so to me, it wouldn't be worth buying. If you really want a new game system and you have researched the value of the PS Vita and still want it, then it is worth buying for you.
