Unlike many claims about the Moon, that's not a superstitious belief; it is (1) an observed fact, and (2) easily explained by the fact that, during full moon or new moon, Earth, Sun and Moon are on the same line, and thus the gravitation of Sun and Moon acts in the same direction.
