It is all personal choice when it comes down to it. A inexperienced rider may need one when working with harder horses, but then what is a inexperienced rider doing on that horse anyway.

I would say, if you ride with a looped rein, and are more leg and seat riding that hand, no, but the real answer is ask your trainer/ horsie know it all go to person.
