Simple answer is yes. The jacket potatoe is starchy complex carbohydrate and in itself contains no/trace fat. However, cheese is a dairy product and unless you've gone for a low fat option it will contain comparitively the same amount of fat as the same weight of full-fat milk.
Nevertheless, if you eat full-fat cheese in moderation - meaning not too much in a sitting and consumed once or twice per week - the fat content will be pretty much negligible.
