Not all horses are fat. Ones that have overeaten (or have been pampered and fed too much) and haven't had proper exercise to keep them trim and in shape are indeed fat. Then you get horses that haven't eaten something proper in months and are at Death's door, and those horses certainly are not fat!

Horses can get quite Obese depending on what they are fed and their activity level. No horse should be allowed to get overweight, it is in fact worse for a horse to be too fat rather than too thin. But the best thing is for a horse to be fit and healthy.

It depends on the horse. If your horse is fat then you need to cut down on the horse feed, but if your horse is too skinny then you need to increase their feed until the horse gets back up to his/her weight.
Sometimes if your horse is not fat and doesn't have many treats then only 2or3 will not bother him on the other hand fat horse should not have any unless they learnt something new
