When many salts crystallize out of aqueous solutions they incorporate water molecules in a fixed ratio and patter into their ionic crystal lattice. So the water doesn't actually mix with the salt, which means it doesn't change physically. Also the salt and water don't actually react with one another which means it doesn't change chemically. It's kind of in an in between phase.
