No it will not work. You can not control the heat of the water which needs to be around 78F. At night when the light is off the fish will be chilled. During the day when the light is on the surface of the water could be very hot and the bottom cold. Also the heat from the light globe will dry the air which will make it bad for the Betta to breathe. Heater/thermostats are a cheap item as is a thermometer, an air pump and a filter. They are all necessary items if you wish to keep tropical fish alive and healthy.

I don't think you need to warm up their bowl. As long as the bowl is room temperature, you might need to put him in front of a window. But with a little bit of shade, you wouldn't want to fry your fish!
