When inside the operating system, the mouse is controlled by the device driver.
The only reason to put mouse support in the system BIOS (or UEFI) would be to provide mouse support while in the CMOS settings. A few computers do add BIOS/UEFI support for a mouse. However, it would still need a mouse driver once the operating system loads.

Neither; a mouse is a user interface device. A mouse requires a device driver in order for the operating system to recognize it.
