A bridge router is also called a brouter. It's a network device that is used as both a bridge and a router. The brouter routes all the packets for the protocols that are known and just sends them on as all other packets just like a bridge would. Brouters are operable at the network layer and the data link layer. Networks continue to become more complex, and brouters help solve the problem. It acts as a bridge when there is a network involved, and it acts as a router in a situation where there is an internetwork. These are combination devices.
Can a wireless user be monitored in an unsecured wireless network?
If you do not set password for your wireless network you will get unsecured network. If you mean that you want use your router to connect to another unsecured wireless network and create so called "bridge" the answer is yes. But! Router from different manufactures usually do not work together in the bridge configuration. There are some exceptions but just few.

You have to choose which router is the main one. After that you can configure second router to create "bridge" with the main one. It's better if you have both routers of the same manufacture and model. Many routers even so can be configured for "bridge" usually do not work with different models and manufactures.
