They can be loud when running on a hamster wheel or knawing at cage bars, but if the wheel is kept oiled and is non squeaky then it should be fine.
The only noise I can remember hearing from a hamster is the spinning of the wheel. Although it may not be uncommon to hear a slight squealing occasionally. Im not a vet or a scientist, i just own my own hamster. I have heard my hamster playing in its cage, and suddenly make a loud SQUEAK. I havent noticed anything wrong with her when she does that, it just seems that she squeaks less when i take her out more. It might be a good idea to check your hamster over every once in a while, because a squeak may be a sign that your hamster hurt itself. These cuts can get infected, and become an abcess.
I have a hamster and I keep the T.V on all day and her cage is right next to the T.V and she sleeps all day so I say no the don't need a quiet surroundings
