Middlebrook of Waterbury, Connecticut; he patented it in 1899, and then sold the patent to the Cushman & Denison Company in New York. They began marketing it under the name of Gem Paper Clips.This is no longer as clear-cut as it once was, as the actual inventor is in dispute, but the best date seems to be 1899.
