Technically no; if it causes the host to become ill, then it caused a pathogenic effect. For example, any type of tic will suck the blood out of the host; if it "drops" off without regurgitating a type of bacteria it may carry; then it's not pathogenic. But again, if so, the bacteria is injects is the actual pathogen!
