While it is normal for many people to have a reaction after tattoo removal (I assume you're referring to laser tattoo removal and not some other process), any skin issue appearing after either a tattoo, body piercing, or tattoo removal, warrants a trip to the doctor to rule out more serious issues like infection.

a couple of days after the tattoo gets done just peel the ink off it wont fully be taken off tho. ^ DON'T DO THAT!!! you could cause a serious infection or rash. after it heals, you can get it a dermatologist to remove it with laser. or, get another tattoo over the one you have as a cover up. if you do get a cover up, make sure the tattoo artist is experienced because he or she should know what colours of inks work best on what you already have.

I have a tattoo of two swallows on either side of my chest. I had them for about a year and then all of the sudden I got a raised, bumpy, itchy rash on them. I did a bunch of research and discovered that some people have allergies to certain inks. Most often you are not allergic to all the ink, but rather you are allergic to a specific color, so you will only get the rash in that area (mine only gets the rash where the blue ink is, for example). Also, it is usually sun exposure that causes the rash to flare up. Mine only appears when I am in the sun for a long time or if I go tanning. Otherwise it is fine. I have had the tattoo for 5 years now and it still happens when I am in the sun. Usually, after you have had the tattoo for awhile and it has healed, the only thing that can cause a rash or irritation like that is an allergy to the ink.
I tried it once. Once. It gave me a serious rash that didn't go away for a week, and my skin is very durable. Also, the hair grew back in just a couple of days. And if you look at the label you'll think "OMG what am I getting into?" I would recommend ANY other means of hair removal besides hair removal creams. Shaving is better. Waxing is better. Laser or electrolysis is the best if you can afford it and don't mind a LOT of pain.

You know your tattoo is healed once the skin is no longer peeling and skin color returns to normal. If it is itching or has raised bumps then it is not fully healed.

You might want to get the rash checked out by a doctor. It happens and it could be no big deal but it could also mean infection.
