Yes. The stem grows from the root. It is the ROOT that grows first, not the stem; therefore the stem cannot possibly grow otherwise!

It makes sense that something cannot exist without the other being their first; therefore the STEM could not have grown if the ROOT had not been there 1st

yes the root grows before a shoot in a bean seed. the roots maintain the structure the shoot will need during its development.

No. A stem is the stalk that is above ground, or the part between the fruit and the plant, where the root is the part underground.
