Their revolvers are.. their automatics, I've found to be a bit hit-or-miss. The PT92 and PT99 pistols are good pistols... essentially licence-made Berettas with better firer ergonomics. The Millenium... personally, I'm a bit lukewarm about that one.
It is a key operated lock on a Taurus handgun. When the lock is ON, the gun cannot be fired. Go to the Taurus website, and you can see how it works.

It depends on the brand. It might stand for "Taurus Handgun" if it's a Taurus. What brand is it?

If the gun is laying on a table, grip down, barrel pointing to the right, look just below and to the right of the cylinder on the flat part of the frame. That is where it is on my .38 snubby Taurus.
Needs to be checked over by a gunsmith.

The main difference is the Taurus has a manual safety and can be carried as a single action gun. The Beretta has a decocker/safety combo, and it cannot be carried in single action mode with the safety engaged.
