If the homework was a long-term assignment that the student had several days to complete, they should have a punishment. However, if they are a good student, and they forgot a short term assignment, you should give them a second chance.

It depends on the student. You have more homework than schools used to give out, but you also have the internet to look up that homework, while before students had to drive to the library to do their assignments.
A student planner is a thing obvisouly used by students at a high school. It is used to help the student record homework etc. Plus it also has other learning activities in it.
It only helps the students who are already doing well in that class - homework is practice to help you learn more and remember what you're learning. If you don't ever have homework, you're not going to learn as well as if you practice.

It depends on the student. Many students are able to do their homework quite efficiently and learn a lot from it. Others just goof around and don't really try, so their homework doesn't really help them much.
Students who hang out more with their friends instead of doing their homework do so because it's fun and human contact is important, but a wise student can do both. Hang out with friends for awhile and then crack those books.
