Well the starting age of puberty is between 7-18, and that means you can start to grow boobs at 7, but the average age is between 11-14. So dont worry, every girl eventually grows them, your just getting it over with earlier in life.

At 10 you either don't yet have breasts or they've just started developing, it all depends on your size, diet and genetics.
