Go to a recognized four-year post-secondary institution (i.e. a college or university). You can get one from a diploma mill also, but it won't be worth the paper it's printed on.

Most post secondary schools that offer associate degrees in welding are sanctioned by the AWS and upon completion award an AWS certification. Some schools offer AWS certification after the first year. Locate a Technical or Vocational school in your area. I know of one secondary school that offers a chance to take the AWS test. There must be others. Remember secondary is high school. Post secondary can be community college or college.
