It all depends on what you define as "clean" water. There are many compounds which can affect taste, odor, and color of well water as well as any water from a municipal water source. At one point in our lives, each of us has experienced drinking well water with a strong odor and/or bad taste. As far as what constitutes "clean" water it would likely be water that is free from bacteria and harmful organisms. Well water is not immune to being free from these risks. Drinking water from a municipal treatment plant is almost always safe to drink as the risk of bacteria and harmful organisms is mitigated with chlorine.
I live in an area which the city pulls water from a mountain watershed with minimal, if any, water treatment. The water tastes great.
