Abruzzo was considered in a political and commercial sense as part of south Italy in the past. However historically this is because of its size, the way it is divided and its poverty.

It is divided by the Apennines that run north south cutting the Province of L'Aquila off from the coast and the three other provinces that make up Abruzzo as a region. L'Aquila despite being the capital City and the largest of the Provinces is mosts probably the least densely populated and poorest of the provinces and despite the progress made by Pescara because of the inhospitable nature of the province of L'Aquila in terms of climate and earthquake risk the province tends to unbalance all the improved factors of Abruzzo that make it very much less of the south .

The provinces of Teramo and Pescara have proven to be well beyond southern in the way they have improve their GDP, the facilities and the lifestyle of their populations.

Chieti the fourth province is a mix of parts, in the north part it is wealthy and well maintained in the south it has some of the most polluted rivers, the Sangro is a flowing cesspit and its inadvisable to swim in the sea where many of the rivers in this Province flow into. It is dragged down by its proximity to Puglia and the Puglia criminality as in organised criminal gangs and it is mainly classified as class 1 earthquake risk, slightly lower than L'Aquila.

All in all Abruzzo is a central region, more with a northern mentality than southern, and

geographically it lies pretty well on the same line as Rome and Lazio its next door neighbour, so unless you define Rome as south , i would say no Abruzzo is not south.
