You seem to be confused. acidic and basic are not things, they are properties.
For example, vinegar is a solution, and it is acidic, because in solution, it dissolves to release hydrogen ions.
Basic solutions, such as bleach, either accept hydronium ions in solution, or release hydroxide ions in solution.
But all solutions, with the exception of distilled water, is either definatively acidic or basic. Look up a pH meter or a pH scale. The lower the number, the more acidic a solution is. The higher the number is, the more basic a solution is, and if it is 7.0, then it is neutral.
