An HR Manager is definitely allowed to talk about people. Not only are they allowed, but it's a large part of what they are expected to do in their job. HR Managers are often times consulted when trying to determine how to "discipline" an employee or when a warning is issued to the employee in order to help ensure the company is abiding by the law. There are some guidelines they need to consider. They should only be discussing the performance of others either to the specific individual or to the individual's Manager, and potentially to anyone to whom the Manager reports to. They should NOT be speaking about an individual's negative behaviors or poor performance to the individual's coworkers, nor should they speak about the individual in a negative way in front of the individual's coworkers. The only time they should speak to an individual's coworkers is if it's something positive, or if they are trying to investigate a situation in which the individual was involved, i.e. harrassment, etc.
