When water freezes, it turns into crystals. These can either be locked together in a large group to form a solid lump or slab to form ice, or a few of them get together to form a snowflake. But they're still the same stuff, and they'll both be the same temperature as the surrounding conditions allow.

It's like asking if sand is hotter or colder than a rock. They too will have whatever temperature the conditions in their surroundings allow for them.

If it gets hotter around the snow/ice, solid ice will heat up(and eventually melt) a bit slower, on account of being denser.
