No, it operates on a subscription basis. Ancestry.com is a reputable company that makes searching easier. Instead of having to go to dozens of different gov archives, they pull together information so it's easy to access. That's why it costs. If someone has a problem with billing, they simply have to call the phone number and the problem will be dealt with. Although things do go wrong occasionally, Ancestry is pretty approachable regarding billing errors. I've been a customer for nearly 10 yrs (I've lost track how long now) and have yet to find an issue that isn't quickly resolved.
