Firstly, Atheism is not a religion. There is no set of beliefs required to be an atheist. Atheism is a lack of belief in deities. That is it.
Now let's address 'Is atheism bad?' This seems a rather silly question to me. It's almost like asking 'Is not believing in fairies bad?' I fail to see how lacking a belief in something can be considered bad or immoral.
When you look at atheism and religion, atheism fails to exhibit many of the traits of a religion. It would therefor be bad at being a religion if it were a religion which it isn't (any more than not playing Baseball is a sport).."Religion things" that atheism doesn't do include these things.
Atheism doesn't require you to:
Atheism is by definition not a religion.
"Atheism is not a religion."
Atheism was never established, as it is not a religion.
Atheism is not a religion. [S] [V] [o] Here you are, a complete sentence with atheism.
Atheism is the disbelief in God, not an organized religion or really a religion at all so it doesn't have or need a hierarchy.

Atheism is not a religion. It is a lack of one. And, to my knowledge, there are countries with no official religion, but not countries with atheism as their standard 'religion' or lack thereof. In Stalin's reign during WWII, atheism was considered to be the only acceptable belief, but there is not much else other than that.
Atheism isn't a religion. Buddhism has no God in its teachings, just because something is a religion doesn't mean they believe in a God.
