The short answer is "no". Baking Soda is Sodium Bicarbonate - when used in baking, it liberates CO2 or Carbon Dioxide which causes cakes etc to rise or become very light and fluffy in texture. Has been used to placate an upset stomach!

NaOH is Sodium Hydroxide or Caustic Soda which is a strong alkali and can cause severe burns. Has many industrial uses ie for degreasing metal, general cleaning, Effluent treatment etc.

Sodium Carbonate Na2CO3 is known as Soda Ash or washing soda.
