It sure looks like it. Hard to explain how I felt after the movie ended. I do think Batman died, but they want us to keep talking about it so you just don't know. For about 10 minutes at the end of the film you think Batman has died. Funeral. Tears. The whole lot. Then we see Alfred on his aforementioned vacation in Italy making eye contact with Bruce Wayne from across the restaurant.
But Alfred mentions earlier in the movie that this was a scene he'd played over in his mind countless times. Every year that Bruce was away from Gotham as a 20-something, Alfred would take a trip to Italy and imagine spying a happy Bruce living out the rest of his life in peace, quiet, and anonymity. So when we see this scene actually take place at the end of "The Dark Knight Rises," was it merely a figment of Alfred's imagination? Or is that really Bruce and Selina together?
We'll never get a straight answer. And that's the beauty of this epic movie's ending.

The next Batman film will be called "The Dark Knight Rises" which is set for release on July 20, 2012. Christopher Nolan is returning to direct and Christian Bale is returning to play Bruce Wayne. Tom Hardy and Anne Hathaway are joining the cast each to play the villains- Bane and the Catwoman. This movie will be the third and final one in the series.
Doubtful. The rumours so far are that it'll be Riddler or even the Penguin. In order for Harley Quinn in the 3rd movie the joker would have to be involved and given that Heath Ledger is dead, i would find it highly unlikely that he would be replaced... Dark Knight Rises (Batman 3) is featuring Catwoman and Bane. If you're talking about the 3rd Batman game it's Harley Quinn's Revenge.
