As nice as it is to believe that belief is a choice, many factors come into play. Parents who would disown you, clients who would not support your business, citizens who would not vote for you and schools that would torment your children are all possible outcomes of being an open atheist. As a consequence many atheists are still "in the closet" so that they can avoid this persecution. As a consequence bing a non-believer is your choice but you can never avoid going to church and praying at public functions and so on.

Yes. Believing in god is a choice that every person is free to make for themselves. There is absolutely no proof that gods exist. Therefore, a person is free to make their own decision regarding the possible existence of deities.

Belief in anything is not a choice, it is the direct result of the information you have at your disposal and how you choose to weight it. For example, if a private investigator showed you photos of your spouse being unfaithful, but your spouse argues that those photos were doctored or misinterpret what is actually going on, it is not a "choice" to believe the private investigator or to believe the spouse, but the inexorable result of how you weight the information being provided to you. God is no different and belief in God is contingent on how you evaluate the different evidences and arguments for and against His existence.

Yes. We have been granted free-will (Deuteronomy 30:15-20); that is one of the chief differences between humans and animals. The fact that there are billions of believers, and also very many atheists, demonstrates that we have the choice to believe in God or not to believe. The arguments for His existence are out there, as are statements and essays by atheists which argue for Atheism.
Even people who have been taught religion or atheism, or who attend a school or live in a family which has strong beliefs for religion or non-religion, can and do have the ability to form their own opinion, whether or not they can openly live according to it.
