Public transportation is a large factor in reducing air pollution. The better the public transportation system is the larger amount of people will use it.
Let's use Los Angeles and Honolulu as examples.
Los Angeles has buses that go up and down the main roads. These main roads are about 4+ blocks apart. Say Street 1, then 4 blocks street 2, then another 4 blocks street 3. IF there were buses going back and forth between those streets at intervals the buses would be used more often. As it is there is *1* bus that goes between these streets. Another negative to Los Angeles' public transportation is you pay per ride. If you get off you have to pay again.
Now take Honolulu. There's several central bus depots depending on the bus you want you can get to any of them at one of these. There are buses that circle the whole island of Oahu, no matter where you need to go on the island you can get there by bus. Honolulu's buses give you a transfer that is usually good for a couple hours, and as long as the transfer is good you can bus hop to your heart's content.
If you could get everywhere you needed to go using public transportation would you use a car? For many people the answer is yes. When a city fails to meet that criteria with their public transportation the air pollution impact of public transportation is not as great as they hope. Though there is still some positive impact because there are people who will ride the bus and forgo the car.
