That all depends on your perspective. There is a lot of things that question America's history in it, hence the name 'Black Ops.' The rating for it is technically MA, so by the ESRB standards they'd suggest against.
From my own personal perspective of owning the game, I'd say if they've played all the other violent shooter games in the past than this one isn't much worse. The campaign might want to be skipped for the kiddos.
in my opinion it may be ok for an 11 year old to play Call of Duty because the majority of the COD gamers are quite young nowadays. However, there are some parts of the game that will not make it alright.
multiplayer isnt too bad, although it is quite violent there is not much use of profanity, however there could be other players in the game/lobby that may or may not swear or even bully others in the lobby. but they can easily be muted in game or kicked from the game in the pre game lobby.
Zombies mode andcampaignare quite violent and both do contain a lot of strong andinappropriate language. At times, the campaign mode can get quitegruesome too.
