Probably not, it will go up in value over time, but will not match the long term return of other things such as stocks. The average 1969 judge (ram air III, 4 speed, carousel red) cost about $4000 in 1969. In mint conditon today would be about 35-60k. A ram air IV and/or convertable would raise the price significantly, probably 2-3x as high. However, $4K invested in stocks returning 8% over 40 years would grow to over $97k. If you were luck enough to manage 10% over the same 40 years you would have nearly $215K. Cars also require continuing expenses such as insurance, maintence, etc. to keep a car truly mint you also can rarely drive it. If you were to invest the same in stocks yearly that you would spend on mantinence you would have a large amount more. Another factor to consider is as the "baby boomer" generation dies off the demand for these cars will decline. That said, I own a 1969 judge myself that I would never part with. I also have a stock portfolio that has been killing me this last year (down about 65%!). Ironically this makes it a good time to buy stocks for the long haul. Buy the car if you love these cars, not as an investment.

If you are talking about a 1969 Pontiac GTO Judge, then a 1969 Pontiac Tempest/LeMans or even "regular" GTO can be modifed to look like a GTO Judge and for alot less money. Many people have done this and the cars are known as tribute or clone cars.
A Pontiac GTO Judge can be purchased at car dealerships that sell Pontiac vehicles. Or, one can look at the classified sections of newspapers or on Craigslist for used ones.
