it depends on your budget,
if your looking for a high speed and powerful performance PC then you should buy a new one just after Christmas when the sales are on.
if you are just looking for a normal PC that can handle basic computer jobs and usage then best to buy a used buy almost brand new, therefore it wont be too old to handle your general needs

so i suppose the best value for money would be to just buy an old one that is said "as good as new" or "mint condition"
