With the release of Rezurrection all 11 zombie maps will be available for purchase with black ops including a new map Moon. That means you play up to 4 maps with WAW or as many as 11 with Black Ops clearly the better choice for Zombies
That question is more of a personal preferance. I personally believe that Black Ops has a better zombie mode than World at War simply because the game is more fast paced and a therefore a little more intense.
