It's fine, if it's getting hung up on a wall at Chili's. It could also be a passable beater horn for marching band. For anything beyond that, then no.

In my experience, no, Cecilio makes terrible instruments. Are you buying online or at a store? Never buy an instrument online, you will almost never get what you want. I suggest looking up stores in your area, such as Sam Ash or Quinlan and Fabish. There are also various other stores which may carry good brands.
I think Gliga, Cecilio are good for the money. If you don't have a budget, an Antonio Stadaverus (did i spell that right?) copy is the best.
