Not especially. It might get the job done for marching band, but definitely not for concert settings.
It all depends. From where reviews have gone, It's a crapshoot, but they do have quite good and cheap MTB line of trombones that are under $400.
Mendini and Cecilio are both junk brands. Buying one of their horns is a waste of money unless you're only planning to use it as a novelty.
A Mendini by Cecilio baritone or euphonium is a good student instrument. Meaning it is a good instrument if you are just looking for one to play in a middle or high school band and do not plan on playing it in college. You can get a Cecilio euphonium for as little as $340 brand new so they would be very good for someone that is planning on playing in school but not professionally. If you are planing on being a professional or going to play in college you probably want to wait and buy a really good compensating euphonium with a brand name like Besson; but they will cost around $6,000 - $7,000 brand new and around $3,000 for one that a couple years old.

It's fine, if it's getting hung up on a wall at Chili's. It could also be a passable beater horn for marching band. For anything beyond that, then no.

In my experience, no, Cecilio makes terrible instruments. Are you buying online or at a store? Never buy an instrument online, you will almost never get what you want. I suggest looking up stores in your area, such as Sam Ash or Quinlan and Fabish. There are also various other stores which may carry good brands.
