It is an an acid called acetic acid.
Anions of acids are (at least) basic(eg. CH3COO- + H+ --> CH3COOH)but some anions are amphoteric, so partially acidic and partially basic(eg. acidic: HS- --> S2- + H+ ,and basic: HS- + H+ --> H2S)
HCl, HNO3, CH3COOH, H2BO3H (only the last one written H's are acidic!) also called monoprotic acids.
It is a so called Amfolyt. Both acid and base.

because hcl is more acidic than ch3cooh. ch3cooh (ethanoic acid) is a weak acid whereas hcl is a very strong acid.
