It's a physical because you easily make it back into a liquid by melting some ice(which is called melting point), you can make it back into a gas by boiling some water (which is called boiling point), and make it back into a solid by freezing some water into an ice cube (which is called freezing point).
I think it's a physical change. For an example water can be changed from liquid water to steam or to ice. But still it is H2O.

Heating sulfur is a physical change. You're not changing the chemical composition of the sulfur, just the temperature. Now if you heat it to its boiling point and and it changes to a vapor it's a chemical change because you've changed its state of matter.(Actually changing the state of matter of an object is still a physical change, as it does not change the chemical composition of the element)
