I have an educated response. It depends. On the attitude of the TSA agent as this is a subjective and non protestable determination. Liquids and gels are prohibited. Is the cheese a gel? Clearly not the hard cheeses such as romano and parmesan. I'd say swiss, provolone, cheddar are firm enough, but? When you get into soft cheeses, like brie, mozzarella, blue, stilton, feta, you may have a problem if the agent thinks they're gel like. You could freeze them hard which seems to work for some borderline foodstuffs, such as scallops, but it will effect the quality of the cheese by drawing out water. You could check it if refused, but the bag fee and time may limit that option.

According to the TSA website (TSA.gov) lighters are permitted under special circumstances. You can bring a lighter on in your CARRY-ON baggage. Lighters that are unfilled/unfueled are allowed in your CHECKED baggage, but filled/fueled are not allowed unless in a special case (this is because prefilled lighters, such as a bic, can explode in the unpressurized underbelly of the plane, while the cabin is pressurized, which would prevent rupture).

There is no law against carrying baggage to NYC. You want to carry all that heavy stuff? That is your decision. Just know that some of the baggage may be subject to search by the police if you use the subway and other public facilities.
