yes chocolate is a homogeneouse mixture because we cant simply identify all element very easily; for instance, salt water it is a mixture of two compound, although we can physically change it but we cant identify physicaly. Therefore same rule imply in chocolate syrup.

Because it is one even mixture that does not separate back out into what it is made. Italian dressing can be divided, so Italian dressing is heterogeneous.

Chocolate syrup is homogeneous because you cannot see the individual components of the chocolate syrup, meaning, you can't individually see the fructose corn syrup and the chocolate.
