Yes, the circulatory system is constantly carrying oxygen to all the cells of the body. If it could no longer do so, either due to the heart no longer pumping efficiently or due to excessive blood loss, the cells of the body, particularly the brain, would start dying within minutes. (The amount of time cells can live after their oxygen supply is cut off can be extended somewhat by reducing the temperature of the cells, thereby slowing their metabolism.)
