Under the Articles of Confederation, the United States Congress could pass laws. The best known of those laws was The Old North West Ordinance which set up surveying. Much of the United States has Townships 6 miles by 6 miles. These are divided into 36 sections 1 mile on each side.

The Congress also arranged for the government under the present constitution to have its capital in New York City for 10 years and Philadelphia for 5 years before it moved to a permanent capital.

Congress can no longer pass laws under the Articles of Confederation. The laws and provisions of the Articles remained in effect unless and until repealed by the present constitution or congress.
