Congress is the body of people elected to the House of Representatives and the US Senate. "Congress voted last night....or, in Congress today.... or, Members of Congress are leading and effort to...." The word means the entire federal legislature, the physical buildings, but it was not deemed to be synonomus with 'politics'. Politics gets people elected and defines what members stand for.
