The international access prefix depends on where you are calling from. For example, if you are in Western Europe, the prefix is 00, which is the most commonly used prefix around the world. However, in the USA and Canada, the prefix is 011. Australia uses 0011, Japan uses 010, and Russia uses 8~10.
